Is this an expansion of the Mecha Crusade mini-game/campaign setting in Polyhedron about 6 or 8 months ago? d20 Modern system, several new mecha based advanced classes, mecha combat and design rules (duh), campaign ideas.

No - it's a seperate mecha system, not related to Mecha Crusade at all [although we bought reprint rights on the kick ass cover art.]

Does it still use d20 Modern's basic/advanced class system (my biggest problem with the system, by the way)? "I want to play a strong hero."

No - it's much more angled towards D&D/d20 SRD or BESM d20/Anime SRD integration.

Oh yeah; forgot to mention this last week, but the <a href="
http://www.guardiansorder.com/d20">Mecha d20 SRD</a> is now available; it's all the rules content from d20 Mecha available for free under the OGL. Add Mecha to your BESM d20 conversion of Promised Sands! ;-)
